Make standard xp multipler day once a month (last friday, saturday of month)

OR

Reward smob train etc with EXP multipler

1. XP chits randomly in city-head containers and/or smob chains.

2. Utilize current central NPCs to turn said chits in to record/destroy/notify IMMs to turn on multiplier after boots.

Think it was said or tested that imms won't automate multipliers.

I honestly can't even remember the last time there was an exp multiplier. I would agree to any suggestion that makes it easier without possibility for abuse.
